Soooo, is this a fake journal or what? A two page paper that says "well, we don't have any third order materials, but man it sure would be nice." And throws in a very tricky block diagram.

I feel like if Stoker stayed up late on a single night he could have written this paper but even actually included a beam waist measurement or something.

No it's not fake. It's a Kluwer journal, and we all know that those are the best....

I for one had trouble following Javy's link. If you did too, try this one, then choose "Previous issues," "Issue 10 (May 15, 2003)," and "Third order nonlinear polymer materials for photonics" (pp. 737-738).

Also, that is one of the more patently useless papers I've ever seen. It'd make a good high-school topic report, though.

I also had trouble and was told that I had to "pay-per-view" to see the paper (which may have raised my expectations unreasonably in light of the actual content). Clicking on the doi: line got me to a place that worked.
