An interesting policy proposal for CA's budget shortfall. Do you think Texas could pull something like this off to fund our public schools?

Oh, sure, they propose to open up the foreign markets for our children's blood but have they stopped to consider how difficult it would be to sell dirty hippie blood from (ugh) California to the rest of the world? Except maybe Venezuela.
