I clicked on your links to see and when one didn't load I moved the guy around a little...and got a great view of a blurred out rear tire on an SUV (where the front tire is clear). So yes, I'd say it's intentional and done by computer.

Don't they blur out liscence plate numbers as well as faces? I could see the algorithm confusing road signs for liscence plates
