i saw something similar (well, on a much much smaller scale) in either london or NYC. some really crowded place where the costs of a crane were offset by the exorbitant parking fees.
There was an email going around that indicated that this was just how the Germans parked all their cars but of course that's inaccurate. The ad copy makes it sound like picking up a car from the Volkswagon plant is more like a trip to Disneyland than a business transaction.
You saw it in "either london or NYC?" What? Like you weren't sure whether you were in London or NYC? What were the people's accents like? Maybe I can help.
I'll offer a second distinguishing characteristic: were the surrounding streets laid out in grid format and easy for even the directionally challenged, or did they meander in arcs and loops, with eight of the same name (road, court, lane, square, way, street, park, circle)?

OK, I concede that this one looks way cooler, but those of us who don't live in the Land O' Acres (i'm sure it's near Land O' Lakes) are familiar with this concept. I once visited a friend in SF who let my friends and me borrow his extra spot in a non-robotic, but lift-style indoor garage...only to be called an hour later because the Rav4 we had parked in it needed to be removed before it hit the ceiling when the guy in the lowest-tier spot wanted to get out. Yet another reason not to own an SUV.
